*Zcash transparent transactions are trivially traceable. Shielded-only transactions are theoretically untraceable but represent only ~5% of volume.
When privacy is optional, three things happen:
1. Almost nobody uses it. Zcash: 95% transparent. Dash PrivateSend: <1%. Human nature defaults to convenience. Optional privacy = no privacy for the network.
2. Using it is suspicious. If 95% of transactions are transparent, the 5% using privacy features stand out. Regulators and analysts target those transactions specifically.
